But if the frame is robust, a local defect in materials and workmanship should be contained. Here, the collapse propagated along the front of the building and down through the floors to the top of the lower section. That suggests that the steel frame was not strong enough to contain a collapse which presumably started at one location. It isn’t the quality or place of origin of the steel that matters most, it’s the size of the members.
