  1. No, builders do not replace excavated soil with more soil. They excavate to the depth they need, drill holes for footings, as needed, or drive piles, then lay a base of gravel on which to pour the basement slab.

  2. The still photos shown here were taken hours after the collapse. The video does show people working the site. Watch it all the way through.

  3. Some people have been writing that the pool was full after the collapse, but the photo here looks to have been taken not long after the collapse and it appears that the pool is partially drained.
