Owner’s associations are very often like this. They do serve a valid purpose, but they often go way beyond their purpose to try to control things which are not their proper business. They need to be heavily regulated to keep them in line.

Owners’ associations are often tyrannical. I’ll never get into another one. But the problem here is that he seems to have been unaware of a rule. He should have been given the rules before he bought the house, and should have received notice of any rule changes. If he wasn’t given the rules, then he has something to argue about.
