The contractor doing the tensioning could have refused to get back on the bridge when the Engineer wanted the bars in member #11 retensioned, and they should have. One of their employees died. Any of the contracors could have refused to proceed and called in the highway department or state police asking them to close the road. Everybody just deferred to the Engineer of Record, who was plainly wrong.
