  4. Chao Chen — He had the freedom to send reports up the chain of command, but broadcasting his complaints outside of the proper channel is a breach of protocol. It isn’t just because it’s military. A similar act in any company could get you fired. Here, he hasn’t even been fired, just reassigned.
