  1. Johnson was impotent only because of his razor-thin majority, which is now gone, of course. Whether he has the shortest term of any PM is of no importance. All that matters is whether he has acted honorably. Here is my suggestion for the PM from the point of view of an outsider and amateur: He should consider the fact of the Commons micromanaging his actions to be tantamount to a loss of confidence in his performance as PM. He should do whatever he can to encourage delay in the Lords to block the act. If the Lords ramrod it through in time, and if it requires Royal Assent, then he should advise the Queen that he considers the act unconstitutional and, in any case, a vote (of sorts) of no confidence. He should advise the Queen that if she gives it Royal Assent, he will take it as having lost the confidence of the Queen, in which event he will resign his post as PM immdiately. If the Speaker thinks it does not require Royal Assent, I don’t know if there is any recourse, but, ultimately, he must resign rather than be forced to perform an act which he has promised not to do. This might leave the UK with its Parliament out of session and no PM in 10 Downing, and the Queen scheduled to give a Queen’s speech about the plans of a government which she does not have. Tough. That’s just the natural consequence of a screwball political system that allows one piece of government to hold essentially all the powers without any checks and balances. You may end up with a Corbyn government until the Brexit Party is able to get control and get this separation done properly. We’ll see how that goes, I guess.
