  3. The first day (afternoon, actually) Biden will just be signing his nominations for offices requiring Senate confirmation, and a few excutive orders. I don’t expect there will be the usual inaugural ball, although there might be some socially distanced celebtation. He will not arrive at the White House until it has been thoroughly sanitized, however long that takes.

  4. Before noon, he will still be President. After noon, the new President customarily offers transportation to the outgoing President. I doubt that would be done for one who did not attend the inauguration. The last President who skipped the inauguration of his successor was Andrew Johnson in 1869.

  6. No, you cannot require him to attend the inauguration. He will not attend and will forever be linked with Andrew Johnson, another impeached President who skipped the inauguration of his successor.

  8. When he ceases to be President, he will not be entitled to government transportation. The incoming President usually offers presidential transport as a courtesy, but that would only be expected if he attended the inauguration. Since he won’t attend, I expect he will leave well before the inauguration.
