Halls did that, assuming the revolver was "cold.". It was his responsibility to prove the firearm safe to Baldwin, and Baldwin's responsibility to have it proven safe.

She didn't shoot anybody and wasn't even there. Doing a job poorly is a reason to be dismissed, not prosecuted. Someone else, Assistant Director Halls, was acting in place of the armorer in handing the revolver to Baldwin. He pleaded to a misdemeanor.

In fact, Actor’s Guild policy states that actors are responsible for safety, along with everyone else. from the SAG Safety Bulletins: “As an actor you are ultimately responsible for your own safety and the safety of your fellow cast members. Production management and crew are responsible for creating and maintaining safe conditions, but it is your right and responsibility to double check the set up to ensure your own safety.” But even apart from SAG rules, if state law defines certain conduct as criminal, mere work rules cannot negate law.

That was a freak accident. The “Rust” shooting was not. It was reckless handling of firearms.
