This is flim-flam from Boeing. When a sensor failure causes an aircraft to “porpoise,” it is not reasonable to expect the pilot to recognize and correct the problem manually, particularly at low altitude. The Max does not work the same way as previous generations and the way it works is not fail-safe with respect to the angle-of-attack sensors. MCAS is implemented only in the Max series.

Edwin Gan — Anti-stall systems are common on commercial aircraft, but usually are warnings only. The difference here is the autotrim which tries to correct without pilot input. The fundamental problem seems to be the inability to detect that the angle-of-attack sensors are inconsistent.
