First, there needs to be probable cause that a particular criminal law has been violated. This early in the investigation, the FBI haven’t had time to determine who did what to contribute to the crashes.

Normally, bison stay away from people, but they go where they will. Once I was parked in a lot overlooking a field with bison. One bull just decided to take a stroll through the parking lot. When that happens, you must take evasive action. “Stand your ground” doesn’t apply.
