That’s overkill for a standard. If you were designing a room for electrical equipment, you would put duplex or quad receptacles where you needed then. For example, in an electronics lab, you would probably mount duplex receptacles horizontally along the back of the bench top, every three feet. For a wood shop, you would plan where each piece of equipment would go, then install power as needed.
For normal residential use, you don’t need a rule of so many feet. You just need to think about where outlets would be convenient. What I don’t understand, for example, is why outlets are installed in the center of the wall which is the obvious place to put the sofa, or behind the headboard of a bed.
