Yes. Russia needs different weapons to fight a developed military. Many things do overlap, of course, but not everything.

@GadZookz lets try this again. Short form this time. Russia is modernizing its vehicles and tanks, aircraft, and navy. The problem is that they don't have many of the next generation and it also doesn't really work yet. Slowly they will grow the numbers, and attempt to fix the issues post production. AA and anti drone stuff needs to go to the front immediately, even if it barely works. Artillery will overlap heavily, and Russia will continue to rely on it despite the fact that drones are superior. I hope it lets me post this time.

@GadZookz the big projects are seperate. Most of that stuff is mostly for publicity. The Armada tank is a better example. They had 10-20, maybe, and they didn't work properly yet. They sent a few into battle to test them 1 year ago.
