Russia absolutely CANNOT "wipe out every major city in the US." The reason the cold war ended and the wall came down was literally because Russia realized that we had outspent them by such a massive degree that our countermeasures would annihilate them. And that is only more true today. If Russia attempted to launch a nuke, the USA would blow it out of the sky before it even left Russian airspace. Yes, even the "hypersonic" ones. No, the nuke subs dont stand a chance either. We simply have outdone them at every level, and theres nothing they can do about it. Maybe MAYBE 1 or 2 of Russias nukes could get through if they launched everything they had, but the USA would lick its wounds while Russia ceases to exist, and the trade winds carry the fallout into China. Putin knows this. He will not ever do anything. Ever. Period.
