Every country with money chooses to bribe corrupt poor countries to get policy concessions. If the poor countries don't want to be taken advantage of by rich countries, they need to switch from small coalition governments to genuine large coalition democracies because it is easy and cheap to bribe a few people to get what you want but vastly harder and prohibitively expensive to bribe the majority of a nation, even a small one. America's goal in the IMF was initially to bribe dictatorships to stay out of the Soviet sphere of influence, not to lift them out of poverty. If we actually wanted to lift them out of poverty, we would let corrupt small coalition governments fail so they have a chance to become large coalition governments and only offer aid to the extent that their governments require genuine majority support and now just that they have fake elections. But if we did that, we would run the risk of the people of these countries wanting different things than the countries supplying the money, and no voter would ever support politicians giving money to foreign countries in exchange for thwarting said voter's will.
