  1. It's the difference between learning how to develop technology and learning how to steal it via industrial espionage. The former is more expensive and time-consuming but gives you the knowledge to innovate, the latter sometimes fails hilariously when you don't actually understand the basics. The Chinese Communist Party lacks the resources and humility to do things the right way. That's why so many of their much vaunted electric car models are so bad they are uninsurable in China.
