I've read reports suggesting that the problem for China with their African investments is that many of the loans come from provincial level bureaucrats looking to make a quick buck, rather than the central planners in Beijing, so there is no overarching plan just lots of corruption, palm, greasing, and lies about results. According to those reports, the reason why the investment is tapering off is that Xi cottoned on to how much money was being quietly lost and started cracking down on his corrupt government officials who were making the malinvestments.
