  1. Panelists on Germany's Deutsche Welle came to a similar conclusion recently too, but it's good to hear from a source not directly tied to the sanctions. My main concern, though, is not whether sanctions have hurt Russia but whether sanctions can be effective in countries with state control of all media, completely fake elections, and where the government imprisons and/or murders most dissenters and all rivals. Sanctions have so far failed in their stated goals in countries dictatorships like Cuba, North Korea, and Iran. The question is whether or not you can create enough momentum to topple Putin without having incipient evil dictator whom Putin thinks is safe pulling the strings.
