For anybody wondering how poverty-stricken totalitarian countries who spend more of their military budgets on bribery than payroll get their hands on modern technology, the answer is theft. Western governments need to risk the ire of their military contractors and domestic bureaucrats and ensure that the intelligence community thoroughly vets their overseas contacts and contracts. Communists have gotten their hands on every major military technology since WWII through greedy and/or stupid westerners handing over western research, not their own domestic research and development. Remember, even the space race was initially fueled almost exclusively by kidnapped Nazi rocket scientists (though in this case it was on both sides).
