  1. The Budapest Memorandum is a perfect example of the meaninglessness of Executive Agreements with a country that has elected governments. Presidents make agreements that they know will never be ratified by the Senate because the American people will never agree to them. This means they are making bargains that rely on future presidents of the opposition party to honor in the face of certain voter opposition. If the President thinks America would actually honor this agreement, they would send it to the Senate as a Treaty, period. Any agreement that can be overturned by one man is meaningless. International law only binds the US to a signed treaty. If it's not a treaty, it's a scam.
