  1. Limiting China's access to foreign tech is not a long-term solution if China can freely steal billions of dollars worth of military and industrial research every year. After all, the Soviets were able to keep up surprisingly well with the west through technological theft, and they couldn't safely hack databases from half a world away. That won't get them the manufacturing base, but multi-nationals partnering with Chinese government controlled entities to manufacture in China will. President Xi has made the calculation that he can take full totalitarian control of his country and threaten the world, so long as he can promise his people that they will live better than they did under his predecessors. That kind of pressure can only be applied slowly by fundamentally changing the dynamics of global trade. But that means that people have to be willing to pay more money for products made outside of China, and I'm not sure how much appetite there is for that.
