The least expensive strategy for the stronger side; in terms of blood, treasure, and reputation, is to retaliate hard when the other side does something small and threaten to escalate even further if there is a next time. After you've already backed down one or more times, your only way to reestablish deterrence is at vastly greater expense to both sides.
