  1. Ukraine can't defend itself without Crimea, and Russia sees it as crucial to its defense also. For Ukraine to give up Crimea, it would need security guarantees from the west, but then it only gave up its Soviet era nuclear weapons in exchange for such promises, which set the stage for Putin annexing Crimea and then invading Kyiv. As things stand, there is no reason for either side to come to the negotiating table.
