Europe would have to commit to a total ban on buying Russian natural resources, and America would have to actually enforce sanctions against countries like China and India for buying Russian oil in order to impoverish Putin to the point where he would be removed by the military. Furthermore, the west would have to make it clear that any future Russian imperialism would be met with an inability to sell Russian resources in order to ensure free and fair elections last more than one administration. As long as Russia has the oil, minerals, or other goods to keep a leader in power without income and corporate taxes, the people will never be free, and their neighbors will never be safe.
