With Putin desperate to hide the fact that ISIS-K were the most likely perpetrators, I would not be surprised if he is hoping to replay his Chechnyan strategy of paying off a terrorist leader to redirect their people's anger against Putin's enemies. It makes more sense to pay dictators to turn enemies into cannon fodder in Ukraine than to divert military assets from Ukraine to open up a second front. But after two decades of American decapitation strikes on Islamist terrorist groups, ISIS-K probably doesn't have a hierarchical leadership structure that would allow Putin to find a Ramzan Kadyrov type to pay to wrangle ISIS cells.
