It's the idea of semi-automous ethnic nations united under one monarch and over-arching government, not of complete dissolution of ethnic groups and nations, but a way in which distinct groups can maintain their distinctness and yet also be united together in one Christendom. Unity and multiplicity in harmony. That is the ancient Christian notion of *Empire*.
