If you’re referring “citizenry” to multi-billion dollar corporations that pay their employees minimum wage and charge the highest prices in the world for prescription drugs and health insurance, then in some sense you are correct. Although he’s not shifting it to the government, he’s shifting it to those people on minimum wage that are currently being exploited by corporate capitalism and struggling to survive. Social Democracy means the people choose what the government does with their society.
