  1. Putin, a dictator and usurper, occupies an exclusive position in his own country. He violates with impunity and treachery the fundamental principles of its constitution on human rights. If he is allowed the same exclusive position in international law, by the way of waiver of the international warrant for his arrest, it will be a mockery of all international declarations of these rights.
