  1. The UN Security Council is entitled to make its decisions despite the veto by Russia. According to the UN Charter, when discussing issues of peaceful settlement of disputes in the Security Council, the party involved in such a dispute мust abstain from voting when making a decision. Article 27 provides: "3. Decisions of the Security Council on all other matters shall be made by an affirmative vote of nine members including the concurring votes of the permanent members; provided that, in decisions under Chapter VI, and under paragraph 3 of Article 52, a party to a dispute shall abstain from voting."

  6. I am a lawyer with 40 years experience, 20 y. in Russia and 20 in LA. The law at hand speaks of a party to the DISPUTE, not to a party to a war. A party to a dispute, on my take, is a party who has a subjective interest in resolution of a dispute, in other words, make a claim to a stake, or share, in resolution of the dispute. I may be wrong, of course.
