Bitcoin is a computer program and that's just how it was designed.
Some clones of Bitcoin such as Litecoin have like +50 million coins, but you could create yours and only have it at 5 million coins max.
It's an arbitrary number that doesn't really matter, because each Bitcoin can be split into 100 million sub-units (8 decimal places), so theoretically you got 2,100,000,000,000,000 (2.1 quadrillion) available sub-units of Bitcoin (called satoshis), which is more enough to remain usable for a while, even at $5 million bitcoin.
