Which country thus bears the largest share of the blame? Which country should thus do the most to curtail its emissions? Canada could stop ALL its CO2 emissions tomorrow and it would have a negligible impact on the global situation. China stopping all its CO2 emissions tomorrow would have a significant impact on the global situation.
