That means taking 25 percent of Ukraine and spinning it as a victory despite suffering 1 million casualties 3 years of war Russian army humiliated by its very poor performance and its hoarded weapons stocks severely depleted. and economy dangerously in wartime footing. Yah while Russia may "win" this war qutoe on quote , I think the war will have severe effects on Russia later. esp. after Putin dies.
