  1. Having your life savings in cash on you is a different situation, there is a maximum you are allowed to own in cash in order to prevent tax avoidance and illegal transactions. Traveling around with a large sum of cash can be a valid reason to take this until the individual is able to prove it's not from ill gains.

  2.  @lalajun5902  I indeed do not know the details, but having a large sum of cash on you (greater than a threshold amount) can be a valid reason to suspect (at the very least) tax evasion.
