  3.  In the name of scientific progress  They kind of are though. When people complain about others "voting to give the government more control over our lives", they're referring to regulations and big programs like universal healthcare. There aren't people clamoring to give more information and power to the CIA. OP is conflating the CIA with other respectable government bureaus because they want to discredit the good parts of government.
