My guess is if you take the whole set of politicians and government workers, the percentage that are foreign-born will be somewhere around the percentage of foreign-born people in the whole population. For example, Congress has 33 foreign-born members, which is about 6%. For the entire US, 7% of the population is foreign-born, naturalized citizens. That suggests that foreign-born citizens are getting about the same opportunity as native-born citizens.
