The only way I see is to change the structure of Congress to look more like a European parliament.
Namely, assign seats to each party proportional to how many votes they get nationwide.
So if the total popular vote looks like this:
Democrats - 40%
Republicans - 35%
Libertarians - 15%
Greens - 10%
Then the Senate would have 40 Democrats, 35 Republicans, 15 Libertarians, and 10 Greens.
That removes the pressure on voters to vote for a major party, because their vote now contributes to someone being elected either way. And if voters start voting for third parties, we remove the ability for Democrats and Republicans to gain a true majority.
With more parties in play, there's less of a right vs. left dynamic. Instead we get different coalitions for different issues. Libertarians, for instance, tend to align with Republicans on economic issues but align with Democrats on a lot of social issues.
If we do it this way, you no longer have one enemy party. Instead, you have four or five parties that you'll eventually be working with. It would be so much less contentious.
