Your first explanation only applies to newer vehicles and diesels. Older automatics, even 7 years old, do not turn off fuel injectors when coasting down a hill in gear. Lose control to speed up? Put it back in gear. As for the law, I don't live in any of those states. The second one, I agree with. Third I agree with. Fourth, I think the reason behind that is so they don't roll if they accidentally release the brake. It's not to avoid transmission stress or fuel economy, it's to avoid accidents. Fifth, I agree with. But hey, who am I? I'm just offering an alternate point of view.

+Michael Lynch I apologize, I was wrong. Though I must say that SAABs were notoriously unreliable in the 90's, and GM cars in the 80's were as well. Mechanical fuel injection cutting off, if you say so, it must be true.
