As you say the increase in Human Capital is the solution . And while I am not claiming Drug Abuse is not a detrimental disease of Human Capital , The War On Drugs as been a virtual Holocaust of Human Capital . The WOD as it's tentacles in everyone and everything . No problem will get solved while you ignore the elephant in the room . That drugs are illegal is the biggest facilitator of prostitution in all of Western ' Developed ' Countries Ergo The DEA are the biggest Pimps and white slavers in History .
