  1. The excuse regarding that helicopter is utter BS, the NG does not have unmarked helicopters flying with no flight plan over a no fly/no landing zone with no transponder, only two groups do that, special operations or contractors for certain agencies.

  3. I spent much of my life as a firefighter and have been on several disasters with FEMA and was a K9 Handler volunteer for a regional FEMA team and this does not shock me at all. The second FEMA bureaucrats take over control of a disaster from local first responders everything goes to crap as far as organization.
