Here is what probably happened, CIA or British Intelligence contractors probably fired a few artillery rounds into Russian separatist area to goad them into firing back and the Russian proxy soldiers fired back like idiots and if they did not hit the Kindergarten by accident those contractors for the CIA or the Brits probably made sure it got hit.
