The cities of the very old Cucuteni-Trypillian culture in Ukraine, Moldova and Romania should count IMO, the fact we have no clue about their social-political structure should not discredit any culture. Just my opinion but only something that can be measured like population/size should count as criteria because otherwise you allow for our personal cultural bias to enter into what counts and what does not. Suppose some day we meet an alien culture from another planet with vast metropolitan centers but they lack monuments, social hierarchy etc would these not count as cities under our narrow culturally biased definitions? Even sq hectares seems a questionably criteria, what if there was a culture who built up for some reason, like a Pueblo like culture taken to an extreme. Just my opinion but I want some rock solid criteria like population that takes any form of cultural bias or wiggle room out of the question, more of a hard science approach rather than a social science approach.
