From experience I can tell you that with FEMA running things it will only get worse, as for the military usually they really try hard to help but yesterday a unmarked military Blackhawk helicopter appeared on video to intentionally try to destroy a aid distribution center set up in a parking lot by the Cajun Navy, they hovered very close and low passes with heavy rotor wash tearing up everything. This area was marked a no fly/no landing zone, when local LE tried to track them down there was no flight plan filed and they were low enough witnesses saw military like uniforms and as I said unmarked meaning it was either special forces or military contractors, in the video its obvious it was intentional.
