Here is a flaw in your theory, it loitered over the area of Montana where our nuclear missile silos are then it left only to later loiter over Missouri where we keep our modern nuclear bombers, sorry but that is no coincidence. As for supposedly "spy" balloons during the Trump administration everyone denies it happened including the Sec of Defense and every Intel Agency head, the rumor started with one anonymous Pentagon employee and so far I believe only one other person has backed that up, not to mention the original anonymous source stated they had only skirted the US in places like South Texas and South Florida and there was no evidence they were spy balloons, other media later embellished the "facts" of the story which I believe was originally in Bloomberg, a publication owned by a possible 2024 political rival.
