All great ideas, thing is Hospitals and Governments WERE supposed to have these stockpiles, I ran the emergency management function of a County Health Department and I did everything I could to make sure we had as much extra PPE as possible but getting Hospitals in the area to do the same was like pulling teeth. On the simulations/tabletop exercises my experience is they never want to go full out, they practice for best case scenarios or close to it. On survival kit booklets there are tons of awesome advice in books and videos, just look here on YT.

  2. I agree with every point you made. My only addition would be now and in the future the best way to get cooperation for these lockdowns is for leaders to be reasonable and not too draconian, when you do go full draconian in the West people rebel, example is a couple states in the US like Michigan where you are not allowed to buy many home repair supplies or garden supplies (which seeds are a part of) and have severely restricted fishing, when you threaten people's food security or their ability to have a functioning livable home they will rebel and a large scale demonstration in the capital via cars took place. I live in a state where the governor has just gone over the top with rules that would likely have no effect on the virus spread and the result is many people just seem to be ignoring everything as far as the lockdown and the virus is still spreading while the state next door has no rules that are not obviously related to stopping viral spread and people are following them and very little viral spread is happening compared to its draconian neighbor. As you point out people need nature and fresh air for physical and mental health reasons.
