I was a LEO and it is not "two or three good cops" the vast majority are good cops BUT there are certainly bad cops and because these types are willing to lie, step on others, demean themselves to those in charge etc they have a tendency to climb the ladder faster than good cops and they end up in power, similar to politicians and many military leaders.
