You joke but until 1919 both the Belgorod and Rostov regions were part of an Independent Ukraine before those two regions were captured by the new Russian Soviet Communist regime who then annexed them to Russia before later capturing the whole country. The Communist Russians then "ethnically cleansed" those two regions of the native Ukrainians then brought in Russian settlers exactly like Imperial Russia did in Crimea. So Ukraine would have a legal argument to annex both those areas back since they were illegally seized.
