I worked in the regional FBI offices on a multi agency unit, this gun control pundit has no idea how easy it is to get an illegal gun if you have the money, the vast majority of gun crime is with illegal weapons. If this guy was banned from getting a gun due to gun control, if he was determined and had money within days he could buy whatever he wanted on the black market, there are thousands of guns smuggled into the US every year by the Cartels, drugs is their main business but guns and people smuggling earn them a significant sum also. Ideally if they had limited resources for full time surveillance on this guy he could have been flagged in the background check system so the FBI was alerted he was purchasing, then they could begin temporary 24/7 surveillance. Trump did NOT imply Obama was involved he said in effect he is either ignorant/incompetent basically, or some say willfully ignorant, and he went on to say in his opinion he was just ignorant/incompetent
