  1. He made it clear she broke laws, you do not need intent, he merely stated he would not recommend indictment because no prosecutor would go forward with this. I worked in the FBI offices, you do not recommend indictment based off will or will not an Prosecutor indict, you recommend based upon did they or did they not break laws, in this case she did, Petreaus was indicted on less. This decision is clearly politically influenced either because of her position or the fact the AG and President knew what she was doing and thus would also be guilty starting a Constitutional crisis.
