Rather, it's intended to encourage more efficient use of housing resources. The goal is to increase available housing stock, which could potentially improve affordability. It's one approach to addressing housing scarcity and investment practices in real estate.

  3. The day that happens is the day you will start paying taxes on the amount of oxygen you breathe. Seriously, states would not be able to do anything without taxing homes. The money would have to come from somewhere, and no.... simply cutting expenses would not make up for it.
