  1. Cause they don’t want to. It’s about the $$$$$$$. Can’t finance a police department on traffic tickets and domestic disputes. Every town would have 1-3 cops to handle that demand. Throw drugs into the mix now you have an entire police force. With armored vehicles, new cruisers, each department has 10-100+ policemen/women. Not too mention there’s money in the lawyers, courtrooms, rehabilitation, after care…. Etc. They don’t want to stop it. It would be shooting themselves in the foot, literally.
