His higher ups did not care hence the Captain had to take extreme measures. Sure there was a mess up with regards to which line he should have used but had the Navy truly cared they would have helped and nipped this whole situation in the bud because it would far easier to help a few hundred infected sailors versus thousands which if the Captain didn't do what he did a mass infection would have been the end result. The USA has sacrificed so many that served and then turn their backs on their service members which makes no sense to me. Too bad the paper pushers survive and the front line service members never get any of the recognition.
